Our commitment to responsible publishing

CENRAPS seeks to maintain a trustworthy scholarly publishing environment in which editorial decisions are made on academic grounds, research is communicated responsibly, and concerns about submitted or published work can be raised through appropriate channels.

01

Publication Ethics & Research Integrity

CENRAPS expects authors, editors, advisory board members, reviewers, and publishing staff to act honestly, transparently, fairly, and responsibly throughout the research and publication process.

Integrity

Research findings, methods, data, references, and publication records should be presented honestly and accurately.

Transparency

Relevant information concerning authorship, funding, conflicts of interest, methods, and ethical oversight should be disclosed.

Independence

Editorial decisions should be based on scholarly considerations and should not be improperly influenced by commercial or personal interests.

Accountability

Concerns about research or publication integrity should be considered through appropriate and proportionate procedures.

02

Authorship & Contributorship

Author responsibilities

Individuals listed as authors should have made substantive contributions to the work and should be able to accept responsibility for the portions of the work attributed to them.

Authors should agree on the author list and its order and should ensure that the information submitted to CENRAPS is accurate.

Contributors who are not authors

Individuals who made valuable contributions but do not meet the applicable authorship criteria may be acknowledged where appropriate.

Authorship should not be granted solely because of academic position, institutional seniority, supervision, funding, or access to facilities.

Changes to authorship

Requests to add, remove, or reorder authors after submission should include an explanation and may require confirmation from the affected authors.

03

Peer Review Policy

CENRAPS uses scholarly peer review appropriate to the publication and discipline. The specific review model may differ between journals or publication programmes and should be stated in the relevant publication guidelines.

Reviewer responsibilities
  • Review submissions objectively and professionally.
  • Provide constructive comments relevant to the scholarly quality of the work.
  • Maintain the confidentiality of unpublished manuscripts and associated information.
  • Disclose relevant conflicts of interest.
  • Inform the editor if they do not have sufficient expertise or time to conduct the review properly.
Reviewer confidentiality

Reviewers should not share, reproduce, distribute, or use confidential manuscript material for personal or professional advantage.

Review reports should be submitted through the designated editorial process.

Editorial decision-making

Editorial decisions should consider the scholarly quality, relevance, originality, methodological soundness, ethical status, and suitability of the submission.

Decisions should not be based on inappropriate discrimination or personal characteristics unrelated to scholarly assessment.

04

Research Misconduct & Publication Malpractice

Plagiarism

Plagiarism includes presenting another person's words, ideas, data, images, or other intellectual contributions as one's own without appropriate acknowledgment.

Where appropriate, submissions may be screened or investigated when plagiarism is suspected.

Fabrication and falsification

Fabrication refers to making up data, observations, results, participants, or other research information.

Falsification includes inappropriate manipulation, omission, or alteration of research materials or results in a manner that materially misrepresents the research.

Duplicate or redundant publication

Authors should not submit or publish substantially overlapping work without appropriate disclosure, justification, and permission where required.

Image and data manipulation

Images, figures, tables, and datasets should not be manipulated in a manner that materially misrepresents the underlying research.

05

Conflicts of Interest

Authors, reviewers, editors, and other participants in the publication process should disclose relationships or interests that could reasonably be perceived as influencing their judgment.

Potential conflicts
  • Financial interests or funding relationships.
  • Employment, consultancy, or commercial relationships.
  • Personal or close professional relationships.
  • Institutional or competitive relationships.
  • Other interests that could reasonably affect editorial or review judgment.
Managing conflicts

Depending on the circumstances, CENRAPS may use measures such as disclosure, reassignment of a reviewer or editor, additional review, or other appropriate safeguards.

06

Research Ethics & Ethical Oversight

Research involving human participants

Research involving human participants should comply with applicable ethical, institutional, professional, and legal requirements.

Where required, authors should provide appropriate information concerning ethical review or approval and informed consent.

Informed consent

Authors should obtain appropriate informed consent where required by the research design, applicable law, institutional requirements, or relevant disciplinary standards.

Privacy and vulnerable participants

Authors should take appropriate measures to protect personal information and participants who may be particularly vulnerable to harm, stigma, or identification.

Animal research

Research involving animals should comply with applicable institutional, national, and disciplinary ethical requirements.

07

Data, Methods & Reproducibility

Data integrity

Authors are responsible for ensuring that reported data are accurate and that methods are described sufficiently to allow appropriate scholarly assessment.

Data availability

Where appropriate and ethically permissible, authors are encouraged to make supporting data, materials, code, or other research resources available in accordance with the requirements of the relevant publication.

Confidential, sensitive, proprietary, or restricted information should not be disclosed merely for the purpose of data sharing.

Research materials and reproducibility

Authors should provide sufficient methodological information to permit readers and researchers to understand and, where reasonably possible, reproduce or evaluate the reported work.

08

Artificial Intelligence & Generative Tools

CENRAPS recognizes that artificial intelligence and generative tools may assist researchers and publishing professionals. Their use does not remove human responsibility for scholarly content, accuracy, originality, confidentiality, or integrity.

AI-assisted writing

Authors remain responsible for the accuracy, originality, integrity, citations, and overall content of their submissions, including material produced or assisted by AI tools.

AI and authorship

AI systems cannot accept responsibility for a manuscript, respond to editorial queries, disclose conflicts, or take accountability for research. Human contributors therefore remain responsible for the work.

Disclosure of AI use

Where AI tools materially contribute to the creation, analysis, translation, editing, or presentation of scholarly content, authors should disclose such use when required by the relevant publication guidelines.

AI and peer-review confidentiality

Reviewers should not upload confidential or unpublished manuscripts, reviewer reports, or other protected editorial material into external AI systems where doing so could compromise confidentiality, intellectual property, or author rights.

09

Corrections, Retractions & Post-Publication Issues

Corrections

When a published work contains a material error, CENRAPS may publish an appropriate correction or amendment while maintaining a transparent record of the publication history.

Retractions

Retraction may be considered when a publication contains sufficiently serious problems, such as unreliable findings, significant ethical problems, or substantial publication misconduct.

Expressions of concern

Where a serious concern requires investigation but a final editorial determination cannot yet be made, CENRAPS may publish an appropriate notice where necessary to protect the integrity of the scholarly record.

11

Permissions & Reuse of Content

Reusing CENRAPS content

Content clearly identified as CC BY 4.0 may be reused in accordance with that licence.

Users should provide appropriate attribution and should not imply that CENRAPS or the original authors endorse a particular reuse.

Third-party material

Authors are responsible for obtaining permission where required for third-party photographs, figures, tables, datasets, illustrations, or other protected material included in a submission.

Publicly available material

Material being publicly available online does not automatically mean that it is free to reproduce. Users should consider applicable copyright, licensing terms, and other rights before reuse.

12

Legal Disclaimer

Academic responsibility

The views, interpretations, findings, and conclusions expressed in articles, books, reports, and other publications are those of their respective authors and do not necessarily represent the views of CENRAPS, its editors, advisory board members, staff, or affiliated institutions.

Accuracy and completeness

CENRAPS makes reasonable efforts to maintain the accuracy and integrity of information presented on its website and within its publishing activities. However, information may change and CENRAPS does not warrant that every item of information will always be complete, current, or error-free.

Professional advice

Unless expressly identified otherwise, content published by CENRAPS is provided for scholarly and informational purposes and should not be treated as individualized legal, medical, financial, or other professional advice.

External websites

CENRAPS may provide links to external websites or resources. CENRAPS does not necessarily control or endorse the content, availability, security, or privacy practices of external websites.

13

Terms of Use

Acceptable use

Users should use the CENRAPS website and its resources lawfully and in a manner that does not interfere with the rights, security, or legitimate interests of CENRAPS or other users.

Prohibited activities
  • Attempting unauthorized access to restricted systems or accounts.
  • Introducing malicious code or harmful material.
  • Misrepresenting an affiliation with CENRAPS.
  • Infringing copyright or other intellectual property rights.
  • Using the website for unlawful or fraudulent purposes.
Changes to website and policies

CENRAPS may update website content, policies, procedures, and terms from time to time. Updated versions should identify the relevant revision date where appropriate.

Governing law

These Terms are subject to the laws applicable to CENRAPS's place of establishment and operation, subject to any mandatory legal requirements that may apply to users in other jurisdictions.

The applicable jurisdiction and dispute-resolution provisions should be specified in CENRAPS's final legal terms after appropriate legal review.

14

Privacy Policy

CENRAPS respects the privacy of authors, reviewers, editors, advisory board members, applicants, readers, website visitors, and other individuals who communicate with us. We aim to collect only information reasonably necessary for legitimate publishing, editorial, administrative, communication, security, and legal purposes.

Category Examples Main purpose
Contact information Name, email address, institutional affiliation, professional contact details. Responding to enquiries, correspondence, applications, and publishing communications.
Editorial information Manuscript details, author information, reviewer information, editorial correspondence, review reports. Submission, peer review, editorial assessment, publication, and scholarly-record management.

Communication records Emails, enquiries, requests, complaints, appeals, and related correspondence. Responding to requests, maintaining records, resolving issues, and protecting legitimate interests.
Information we collect

Depending on how you interact with CENRAPS, we may collect information that you provide directly, including your name, email address, institutional affiliation, professional information, manuscript information, reviewer information, application information, and the contents of communications you send to us.

We may also receive limited technical information automatically when you use our website, such as IP address, browser type, device information, timestamps, and security-related information.

How we use personal information
  • To respond to enquiries and requests.
  • To manage manuscript submissions and editorial communications.
  • To administer peer-review activities.
  • To communicate with authors, reviewers, editors, and professional collaborators.
  • To maintain the integrity and security of our website and publishing systems.
  • To investigate complaints, appeals, and publication-integrity concerns.
  • To comply with applicable legal obligations.
Legal bases where GDPR applies

Where the GDPR or another data-protection law applies, CENRAPS will identify an appropriate legal basis for each relevant processing activity.

Depending on the circumstances, this may include taking steps at the individual's request before entering into an agreement, performing an agreement, complying with a legal obligation, pursuing legitimate interests, or obtaining consent where consent is the appropriate legal basis.

Consent will not be treated as the basis for every processing activity merely for convenience. Where another lawful basis applies, CENRAPS may rely on that basis instead.

Data minimization

CENRAPS aims not to request personal information that is unnecessary for the purpose for which it is collected. Individuals should avoid sending highly sensitive personal information through ordinary email unless it is specifically requested through an appropriate secure process.

Sharing and service providers

CENRAPS does not sell personal information.

Personal information may be accessed by authorized CENRAPS personnel and carefully selected service providers where necessary to operate the website, communicate with users, provide publishing services, maintain security, host information, or perform related administrative functions.

Service providers should receive only the information reasonably necessary for the services they provide and should be subject to appropriate confidentiality and data-protection obligations.

International data transfers

Because CENRAPS may work with authors, reviewers, editors, service providers, and institutions located in different countries, personal information may sometimes be processed across national borders.

Where applicable law requires safeguards for international transfers, CENRAPS will use an appropriate transfer mechanism and associated safeguards.

Data retention

CENRAPS retains personal information only for as long as reasonably necessary for the purpose for which it was collected, to maintain legitimate publishing records, resolve disputes, comply with legal obligations, or protect legitimate interests.

Editorial and publication records may need to be retained longer than ordinary website enquiries because they form part of the scholarly and administrative record.

Routine correspondence that is no longer required should be securely deleted or anonymized in accordance with CENRAPS's internal retention procedures.

Security

CENRAPS should use reasonable technical and organizational measures to protect personal information against unauthorized access, alteration, disclosure, loss, or destruction.

These measures may include access controls, strong authentication, secure connections, software updates, backups, restricted administrative access, and appropriate security monitoring.

Cookies and similar technologies

CENRAPS may use cookies or similar technologies necessary for website functionality, security, preferences, or authenticated areas.

If optional analytics, advertising, social-media embeds, video services, or other third-party technologies are introduced, the applicable privacy and cookie information should be updated and, where required, appropriate consent mechanisms should be provided.

Third-party services and embedded content

Some website features may rely on third-party providers. Depending on the service, those providers may receive technical information or set cookies when their content or functionality is loaded.

CENRAPS should maintain a current list of material third-party services used on the website and update this policy when such services materially change how personal information is processed.

Your privacy rights

Where applicable law provides these rights, individuals may have rights to obtain information about processing, access personal information, request correction, request erasure, restrict processing, object to certain processing, request data portability, withdraw consent where processing is based on consent, and raise a complaint with an appropriate supervisory authority.

Some rights are subject to legal exceptions and may not apply in every circumstance.

How to make a privacy request

Privacy requests may be sent to:

info@cenraps.com

CENRAPS may request reasonable information necessary to verify the identity of the person making a request before disclosing, correcting, or deleting personal information.

Children's privacy

CENRAPS's website and publishing services are not directed specifically toward children. We do not knowingly seek to collect unnecessary personal information from children.

If we become aware that information has been collected in circumstances where it should not have been collected, we will take appropriate steps consistent with applicable law.

Personal data breaches

CENRAPS will assess suspected personal-data incidents and take reasonable steps to contain, investigate, document, and remedy them.

Where applicable law requires notification to a supervisory authority or affected individuals, CENRAPS will make such notifications within the applicable legal requirements.

15

Complaints, Appeals & Ethical Concerns

Editorial appeals

Authors who wish to appeal an editorial decision should provide a clear explanation identifying the decision being challenged and the substantive reasons for the appeal.

Appeals should address the relevant editorial or scholarly grounds rather than simply repeat the original submission.

Complaints about the publishing process

Concerns regarding editorial conduct, peer review, publication processes, administrative matters, or communication may be submitted to CENRAPS.

Allegations of research misconduct

Allegations should contain sufficient information for the concern to be understood and assessed. CENRAPS may request supporting documentation and may consult appropriate editors, institutions, experts, or other relevant parties where necessary.

Good-faith reporting

CENRAPS encourages concerns to be raised in good faith. Individuals making a concern should avoid knowingly submitting false or malicious allegations.

KVKK Personal Data Information Notice

This notice supplements the existing Privacy Policy for CENRAPS e-commerce customers, authors paying APCs, and conference registrants. It is an information notice, not a request for blanket consent.

Data controller and contact

Data controller: Cenraps International Akademik Organizasyon Limited Şirketi. Registered address: Saray Cumhuriyet Mah. Başkurt Sokak, Olgun Apt. 16, Bina No: 5, İç Kapı: 8, Pursaklar, Ankara, Türkiye. Privacy inquiries: info@cenraps.com.

This English notice must be reviewed for conformity with the Turkish KVKK disclosure requirements and actual processing practices before publication.

Personal data, purposes and collection

Depending on the transaction, CENRAPS may process name, contact information, billing/shipping address, tax/invoice information, purchased products, order amounts and currency, transaction status, delivery/download records, manuscript identifiers and publication information for APCs, and conference registration/attendance details. Technical and security logs may also be collected.

Data are collected through checkout forms, user accounts, order correspondence, editorial and event registration systems, payment confirmations, and website security systems. Purposes include order fulfilment, journal production administration, conference access, payment reconciliation, invoicing, accounting, fraud prevention, customer support, dispute resolution and statutory compliance.

Legal grounds and recipients

Processing must rely on the applicable legal conditions under Law No. 6698, including where appropriate contractual necessity, legal obligation, establishment or protection of a right, legitimate interest subject to the statutory balance, or explicit consent where legally required. The legal ground must be mapped to each actual processing activity before publication.

Necessary data may be shared with the contracted payment provider (including PayTR), banks, accounting and e-invoicing providers, hosting and IT providers, courier companies for physical deliveries, and competent public authorities where required. The exact recipients and any overseas transfers must be checked and disclosed according to the actual arrangements.

Storage, rights and requests

CENRAPS will retain personal data only for applicable purposes and legally required retention periods, then delete, destroy or anonymise it as appropriate. Exact retention periods and cross-border transfer mechanisms must be completed after a data-flow review.

Data subjects may exercise the rights available under Article 11 of Law No. 6698 by contacting info@cenraps.com, subject to applicable identity-verification and request procedures. Requests may also be made through other methods legally prescribed by the Turkish Data Protection Authority.

Separate marketing consent and cookies

Marketing communications are optional and must not be bundled with contractual acknowledgment or the KVKK information notice. Where explicit consent is required, use a separate, unselected control and maintain evidence of the consent. Non-essential cookies and cross-border transfers require a separate assessment of applicable consent and transparency requirements.

18

Distance Sales Agreement

This is a public explanation of the standard distance-sale conditions. The legally operative agreement for each purchase must also contain the specific order details and be supplied to the customer on a durable medium.

Parties and subject matter

Seller / service provider: Cenraps International Akademik Organizasyon Limited Şirketi. Customer: the individual or entity identified in the specific checkout order. The subject matter is the product or service expressly selected in that order, which may be a printed book, digital PDF, accepted-manuscript APC service, or conference registration.

Each order-specific agreement must identify the product/service, quantity, edition/format, buyer details, final price and currency, applicable tax, delivery/fulfilment method, service dates or deadlines, and any applicable withdrawal exceptions.

Performance and delivery

Digital publications are made available for download after confirmed payment and successful order processing. Printed publications are dispatched to the address supplied by the buyer according to the product-specific estimated dispatch and delivery information. APC services relate to the publishing process of an accepted manuscript, not the sale of a guaranteed editorial decision. Conference registration covers the event access and inclusions described on the event page.

If performance becomes impossible, CENRAPS will inform the customer and provide the remedies required by applicable law.

Withdrawal, cancellation and mandatory rights

The availability of the statutory withdrawal right and any exceptions depend on the product/service and the legally relevant facts. See Returns, Refunds & Cancellation below. Nothing in these terms limits non-waivable statutory rights concerning defective goods, deficient services, misleading descriptions, or other mandatory consumer protections.

Complaints and disputes

Contact info@cenraps.com with the order or reference number. Applicable Turkish consumer dispute-resolution bodies and courts remain available according to the law and the parties’ legal status. This text does not impose an exclusive forum contrary to mandatory consumer rules.

19

Pre-Contract Information

Before any payment obligation arises, the checkout must present the information relevant to the selected transaction. This section explains the required information; it is not a substitute for the order-specific pre-contract record.

Information to show before payment
  • Seller’s legal identity, registered address, customer-service telephone and email.
  • Exact product or service description and characteristics: PDF/printed format, book edition or ISBN where relevant; APC manuscript reference and journal; conference name, date, venue/online access and inclusions.
  • Total payable amount in the selected currency, applicable taxes, shipping and any other mandatory charges.
  • Payment method, delivery or service performance timeline, delivery restrictions, and shipping arrangements.
  • Statutory withdrawal right, applicable exceptions and the procedure for cancellation/returns; available complaint and dispute-resolution channels.
  • The duration and any specific terms of the service or registration where relevant.
Customer confirmation and durable copy

Customers must have a reasonable opportunity to review the pre-contract information before ordering, and CENRAPS must retain evidence of its provision and confirmation. The applicable pre-contract information and agreement should be sent or made available on a durable medium such as an email attachment or durable electronic record, with an order reference and version/time stamp.

The final order button must clearly communicate the obligation to pay, for example “Place Order and Pay”.

Order-specific variables

The live WooCommerce checkout must populate buyer name/address, order ID/date, line items, quantities, tax, shipping, final currency/amount, download or shipping instructions, manuscript or event reference, and the applicable withdrawal rules. Do not publish invented fixed amounts or use this static section as the complete customer-specific agreement.

20

Returns, Refunds & Cancellation Policy

CENRAPS assesses cancellation and refund requests according to the purchased category, actual delivery or service stage, applicable statutory rights and the published order-specific terms. A payment does not remove non-waivable customer rights.

Printed books and printed reports

For qualifying consumer distance sales, the general withdrawal period is 14 days from receipt of the goods. An applicable statutory exception may arise for books whose protective packaging, seal or similar protective element is opened after delivery. The exception is not a blanket exclusion for every printed book.

Customers can request withdrawal by a clear statement to info@cenraps.com. CENRAPS will provide the applicable return instructions and process refunds within the statutory time limits and using the required method. Rights concerning damaged, incorrect or defective goods remain unaffected.

PDF books, downloadable reports and digital journal issues

For intangible digital content delivered immediately by electronic means, a statutory exception to the ordinary withdrawal right may apply. Before immediate access is supplied, the checkout should clearly explain the nature and timing of delivery and any applicable exception, and capture any consent/acknowledgment legally required for the specific transaction.

If a download is inaccessible, corrupted, materially different from its description, or not supplied, customers should contact CENRAPS for access correction, replacement or any refund/remedy required by law.

APCs

CENRAPS normally requests APC payment only after a manuscript has been accepted through the applicable journal’s editorial process. APC payment must not be represented as purchasing acceptance or a favourable peer-review outcome.

If payment is duplicated, made in error, charged for a service not provided, or the publisher cannot deliver the contracted publishing service, CENRAPS will investigate and provide a correction or refund as required by the circumstances and applicable law. For a voluntary cancellation after payment, the outcome depends on the agreed service scope, whether work has begun, applicable consumer status and mandatory legal rights. A universal “APCs are non-refundable” rule is not adopted in this draft.

Conference registration

Each conference listing must publish its specific event dates, location or online delivery method, included services, and cancellation deadlines before payment. As a proposed commercial policy pending approval, a registrant may request cancellation before the event; CENRAPS will confirm the applicable refund conditions in the event-specific terms, taking account of incurred costs and mandatory legal rights.

If CENRAPS cancels an event and does not provide an agreed acceptable alternative, the registrant will be offered the remedy required by applicable law, ordinarily including a refund for the unprovided service. The statutory treatment of dated events and any withdrawal exception requires event-specific legal review; no blanket exemption is asserted here.

Refund requests and timing

Email info@cenraps.com with the order number, purchaser name, transaction date, product/service and reason (where relevant). Where the statutory withdrawal regime applies, statutory refund and return time limits govern; otherwise CENRAPS will communicate the applicable decision and timing promptly. Refunds will be made through an appropriate original payment method where legally required and operationally possible.

Cross-border customs duties, shipping costs and foreign-exchange effects must be disclosed before purchase where applicable; no term may override mandatory refund rules.

21

Shipping, Digital Delivery & Service Fulfilment

The method and timing of fulfilment depend on the purchased item. Product and conference pages must disclose any specific terms before checkout.

Instant PDF delivery

Once the payment is confirmed and the order is processed, eligible digital files are provided through a secure WooCommerce download link and/or an order confirmation email. Access conditions, file format, download limits and technical requirements, if any, must be stated on the product page. Customers who do not receive access should contact info@cenraps.com.

Printed books

CENRAPS intends to ship printed books within Türkiye and internationally where shipping service is available. The applicable shipping destinations, carrier, estimated dispatch/delivery times, shipping price, customs/import duties and any destination restrictions must be displayed before payment. International delivery times can vary due to customs and carrier processes.

A concrete dispatch timeframe and carrier/return logistics policy must be finalized before selling printed books. Where no delivery period is agreed, the applicable Turkish statutory maximum for qualifying consumer sales must be observed.

APC service fulfilment

The journal and accepted-manuscript reference, APC amount, included production services, estimated publishing steps and any separate author agreement should be communicated before payment. The journal retains editorial independence. If a publication cannot proceed after acceptance, the situation will be handled transparently under the applicable agreement and law.

Conference registration fulfilment

The conference listing will specify whether attendance is in person or online, event dates, registration inclusions, joining instructions, access credentials where applicable, and any certificate or proceedings arrangements. Confirmation is sent after successful payment and order processing. Changes, postponements and cancellations will be communicated using the purchaser’s registered contact details.
